That seems to be a design issue.

Having cement-like material on the outside of a metal arch, with no expansion joint, is a recipe for radial cracks. That metal arch will get hot, even if there is insulation, and will expand making its radius bigger (cannot move down, has to move up pushing away the cement-like dome). 

I don’t understand how anyone with even a cursory experience in ovens can design an oven like that. This is not a problem with a bad steel batch or crappy welding (which clearly are also problems in your case), this is a poor design with no fix. They can buy better steel and teach their lowly paid employees to weld, but unless thy redesign that arch, they will have ovens fail over time, guaranteed. Especially once the cement ages and becomes more brittle
