Most likely the heating element for the oven is under the oven’s floor and the top element is the broiler element. Sounds like you have a Whirlpool.

Basically, either the crust burns in the pan, or the dough doesn’t bake fully. I’ve been trying different temperature and baking times, but I still haven’t found the sweet spot.

You didn’t say how much dough you’re using, but thicker pizzas require lower temperatures and a parbake.
