I do potato pizzas sometimes.  I find that the potatoes, whether par fried first, roasted first, microwaved first, or even done au gratin first all work fine pre bake.  That doesn’t mean that frying them up and putting on post bake wouldn’t work fine too, and im sure it’s somewhat temperature/oven dependent.   I can put them on cold and they crisp up nicely.
