I did find that having the top steel as you said made little difference, cooked 2nd and 3rd on a screen on bottom steel.  I found that screen keeps bottom from burning while toppings get properly cooked, NY Style.  It also allows you to plate it easily and stretch out on screen, then pop that in the oven.  Easy to remove also.
