This is a 120A outlet backed by a 120A breaker. Note it is easy to identify with the T outlet plug in.

It depends on the jurisdiction, I guess. The 2020 NEC code does not mandate 20A outlets, just that all circuits must be 20A wiring and protected by a 20A breaker. Given that most people have more than 5 outlets on a circuit, the 20A is a requirement to ensure enough loads can be used, up to 20A.
